2022! The year Social Action and Value Education Trust (S.A.V.E.) took up an initiative to address Child Labour problem through construction of Rehabilitation Center with a purpose to nurture children including child labour, parentless, abandoned or abused children in need of quality education and protection.
We believe that every child needs to have access to quality education, warmth and security of a family. S.A.V.E. Rehabilitation Center in establishment, for well-being of vulnerable children to provide them with a compassionate family environment. This Rehabilitation Center magnifies the Hope of the children in need, an opportunity to RISE UP, STAND STRONG, and FLY HIGH. A close-knit group of around 25-30 children of the ages 5 to 15 live as a unit in this Center, with separate homes for boys and girls.
BACKGROUND
In India, millions of children are forced into unpaid or paid work that deprives them of an education, a happy childhood and a prosperous future. According to the International Labour Organization (I.L.O.), there are around 12.9 million Indian children engaged in work between the ages of 7 to 17 years old. When children are employed or doing unpaid work, they are less likely to attend school or attend only intermittingly, trapping them in the cycle of poverty. Millions of Indian girls and boys are going to work every day in quarries and factories. But child labour in India can start even earlier with an estimated 10.1 million children between the ages of 5 and 14 years-old engaged in work.
Most of the families residing in rural areas and urban slums are living below the poverty line and are facing many problems, viz., lack of food, shelter, health care, education and un-employment and thus the people are living in utter poverty.
Poverty has always been recognized as the major cause of child labour. The parents of the child labour are very poor, illiterate and ignorant they do not understand the need for wholesome proper physical cognitive and emotional development of their child. They are themselves uneducated and exposed, so they don’t realize the importance of education for their children. Parents are forced to send their little children into hazardous jobs for reasons of survival, even when they know it is wrong. Monetary constraints and the need for food, shelter and clothing drives their children in the trap of premature labour.
The poverty situations in Indian context, reflects in the State of Andhra Pradesh. The families in slums and rural areas are normally large and often face the problems and the earning members of the family unable to cope up with the situations. Sometimes they may not get work to earn. Eventually they migrate to other places in search of livelihood or starve to meet death or disease. The families that are living in slum areas of Guntur are daily wages labourers. They are living in utter poverty toiling hard to fetch their square meal a day.
NEED OF REHABILITATION CENTER
Keeping the magnitude of the child labour problem in the Guntur District in mind, we have conceptualized “Rehabilitation Center” to safeguard children from the vulnerabilities they might face in their families, so that they can make the best use of their potential without distractions to prevent them falling into that again. This Center will provide residential and other required assistance to mainstream children who do not have an opportunity to attend a good school due to various reasons.
Though intelligent, due to lack of opportunities, economic backwardness, poverty and lack of communication, these children have not made much headway in the field of education. The children will stay in a proper environment, in peaceful, clean and healthy quarters and be able to study. This will encourage mainstream of the children in education and bring awareness among the people about the need of educating the child labourers.
This Center equips them with a high sense of Moral Integrity and Intellectual Excellence and above all the true value of love and affection in peaceful, clean and healthy quarters.
TARGET GROUP OF THE PROJECT
The organization focuses on Children 5-15 years of age who are disadvantaged children emphasizing children abandoned by one or both parents, child labour, quarry workers children and children who have been abused and belong to poor socio-economic conditions.
PROJECT LOCATION
To achieve this goal S.A.V.E. Trust acquired a suitable land in Damarapalli Village, Tadikonda Mandal, Guntur District is a conductive site for the proposed project. It is located 10 Kilometers away from Inner Ring Road (Near R.T.O. Office), Guntur and can also be reached via Lam Village travelling on Amaravathi Road, Guntur.
In this half acre land (0.5 Acre) which is equal to 2500 Sq.Yds.,. We began Construction Works of Rehabilitation Center with all permissions from concerned Department from Government of Andhra Pradesh; the proposed building is of 4000 Sq.Ft. per floor or 400 Sq.Mts (approximately). The plan of the proposed building is approved and suites the rules and regulations of the Government.
The proposed building will have spacious rooms, study hall, sick room, dining hall, kitchen, common toilets and bathrooms along with care taker quarters so that they will be regularly monitored for the progress. Facilities will be provided for the supervised study of the children in the evening. We have also provided enough space in the Hall for 75-100 women to participate in various training programmes and group meetings. It could be considered as Small Community Hall.
Once the proposed building is completed, the Center can accommodate 25-30 Children. Then, we move on to Construction of Second Building which includes Community Hall (Benefitting the parents of the children and other inhabitants of nearby hamlets and villages) and another 25-30 Children thus bringing the overall strength to 50-60.
The proposed site is also calm and serene where the children will grow up and nurture their talents in a healthy ambiance. As the project aims for the holistic development of children it will be an ideal place.

- Enough space for separate buildings for boys and girls and suitable playground;
- School for Upper Primary Classes (I-VIII Standard) is located in the same village;
- High School (IX-X Standard) in the nearby village, reachable through bicycles or public transport;
- All means of transport (public and private including bus, auto rickshaw) is available, parents can reach their children easily, 8-10 kms away from where most parents live;
- Less traffic in the village and around, it is a safe area for the children;
- Set up of a dairy farm for nutrition food, cultivating vegetables, a greenery, all are possible;
- Opportunities for sustainable energy: rainwater harvesting system, drinking water plant, solar panels, solar water heaters;
- Besides the road, electricity, good water sources are available, environment is pollution free

IMPACT
S.A.V.E. Trust worked on many child related projects since its inception, which were proved result oriented and successful in many aspects. S.A.V.E. Trust had experience in running special schools for child labour since 2009 under the National Child Labour Project (N.C.L.P.), Ministry of Labour & Employment. The experiences propelled us to take up this project for holistic development of child. And S.A.V.E. Trust is one of the members of task force and rescue team that conducts special drive with the Government to rescue and rehabilitation of child labour, street children, mining workers children, children engaged in vulnerable conditions.
The rescued children when admitted them in our temporary shelter for few days were released after taking consent from their parents undertaking not to send children to work. Considering their statements the Government Officials release them, and after few days they were noticed working again. This is because of lack of Rehabilitation Center support for providing care, shelter and education to retention and mainstream.
But now we want the big change! And we are expecting it from this project. This will offer a sustainable solution in keeping children on the long term away from child labour.

S.A.V.E. Trust is working to catalyse systemic change by creating meaningful interventions, enabling our children and youth to bloom into confident, self reliant individuals, while fostering in them the spirit of giving back to the society.

Social Action and Value Education Trust (S.A.V.E.) a registered Voluntary Organization/Non Governmental Organization (N.G.O.) under the Indian Trusts Act in the year 1997 as an association working for the welfare of the poor and needy people of the state. It is registered under the Foreign Contributions Registration Act (FCRA) of 1976 by the Ministry of Foreign Affairs permitting it to receive foreign donations. Donations to Social Action and Value Education Trust (S.A.V.E.) are approved under section 80 G of the Income Tax Act, 1961 by the Commissioner of Income Tax.
